The IaC Landscape

Choosing an IaC tool is a critical decision. Here's how the top three compare:

Terraform

Best for: Multi-cloud, large teams, mature ecosystem

Strengths: - Cloud-agnostic — one tool for all providers - Massive provider ecosystem (3,000+) - Predictable plan/apply workflow - Strong community and modules

Weaknesses: - HCL is a new language to learn - State management responsibility - No native loops (use count/for_each)

CloudFormation

Best for: AWS-only shops wanting zero-overhead state management

Strengths: - Native AWS integration - No state file to manage - Free and always available - Drift detection built-in

Weaknesses: - AWS only - Verbose YAML/JSON - Slower updates than Terraform - Limited debugging tools

Pulumi

Best for: Developer teams wanting to use familiar programming languages

Strengths: - Use Python, TypeScript, Go, C# - Full programming language features (loops, conditions, classes) - Testing with standard frameworks - Good multi-cloud support

Weaknesses: - Smaller community - Newer, less mature - Pulumi Cloud dependency for state - Debugging can be complex

When to Choose What

  • Terraform — You use multiple clouds, want the largest ecosystem, or need maximum hiring pool
  • CloudFormation — You're 100% AWS and want AWS-managed state
  • Pulumi — Your team prefers real programming languages over DSLs

Our Recommendation

For most teams, Terraform is the safest bet — it's cloud-agnostic, has the largest community, and the most job demand.
